Feedback from several folks seems to confirm it's a MILW Eau Claire train on BN/C&NW trackage rights rounding the wye eastbound at Westminster. They evidently went this way after their line from BN Trevino WI (originally from Reads Landing MN via pontoon bridge) was abandoned. Also the MILW line to Stillwater/Bayport that once came from St. Croix Tower was abandoned and rerouted. The size of the train requiring SD40-2 pusher plus the single sand car on front suggest it's an Eau Claire train.

The shot with the GP9s looks like he was standing at the end of the C&NW stub-end TOFC/COFC yard looking down at the train, then he ran down the hill to shoot the SD40-2 pusher while looking upward toward the same C&NW yard.
