The train is for the Indiana Harbor Belt at Blue Island. Here is what Lance on the IlliniRail list had to say about it.
"Since this guy is going to the IHB, he'll run down to Galesburg and go east on the old Santa Fe through Joliet and take the right turn and McCook and run down the IHB. He can't just come east out of Savanna through Rochelle and Aurora and hop on the IHB at LaGrange because there is not a connection in the southwest quadrant like there is at McCook.

This symbol used to be the H-PASCWY and we would run down to Galesburg and get switched there before heading east toward the NS in Chicago and ultimately end up in ConWaY Yard outside of Pittsburgh, PA (isn't it?). They just switched the symbol about a month ago and eliminated the block swapping in Galesburg--he'll run right through with only a crew change now."

Thanks Mike. I kind of figured that either Galesburg had additional rolling stock to add, or that the interchange in Greater Chicago was much easier on the South side than it would be coming in via the Aurora Sub.
