why do Red Rock and Dunn display the "in time" figure below them when every they have a clear signal. why would they be in time when a train is approaching. I understand if the train were to stop short but they go right through the signal like normal.

Braham, Red Rock and Dunn are technically old SOO control points that are dispatched and controlled by BNSF in joint territory. For whatever reason, they have a "bit" that we've decoded as a signal timing, hence the hourglass showing up. It's not really "in time" as much as it is the clock running down on a route set by the DS. If you watch carefully enough, you will see the hourglass pop up without a signal lined occasionally when a CP job is on track 3 there waiting for a passing train on main 2.
